Case study
Città Metropolitana di Milano: strengthening road safety, environmental protection and public awareness
Technology, coordinated management and road safety education to improve safety across the 133 municipalities of the territory.
133
municipalities
The territory covered by the Progetto Sicurezza Milano Metropolitana.
169
devices
Speed cameras, red-light and pedestrian crossing enforcement, and cameras, managed from a single platform.
36
schools
More than 2,000 participants and 40,000 hours of online road safety training.
“Attraversa in sicurezza” (“Cross safely”), an awareness message on public transport.
Road safety is one of the major challenges facing metropolitan areas, where heavy traffic and the coexistence of different modes of transport call for advanced technology and a comprehensive management strategy.
To meet this challenge, the Città Metropolitana di Milano, together with Safety21, launched the Progetto Sicurezza Milano Metropolitana in 2019. It’s one of the largest public-private partnership projects in Europe which aim to improve road safety, strengthen smart mobility management and promote responsible and sustainable behaviour across the 133 municipalities of the territory.

Solutions deployed
After 6 years from the beginning of the project, the following technological solutions have already been deployed:
- 24 speed cameras for spot and average speed enforcement
- 13 red-light enforcement systems
- 56 traffic monitoring cameras
- 10 pedestrian crossing enforcement systems
- 66 CCTV cameras covering parking areas
All these devices are managed through TitanO, a unique platform through which public authorithies can manage the entire violation process: from the activation of the installed devices to the collection services with an overall and integrated view of the territory.
In addition, the strength of the image evidence produced by the devices has made it possible to reduce representations and appeals to just 1% of penalty proceedings for traffic offences.
Awareness and training
Beyond the technology, the initiative includes a significant strand of public awareness and training, and stands as a notable European example of public-private collaboration applied to road safety.
The project includes actions aimed at fostering a safer and more sustainable culture of mobility, particularly among young people. Its educational programmes and road safety awareness actions have involved in two years more than 2,000 participants, with the collaboration of 36 schools, 12 face-to-face sessions and more than 40,000 hours of online training.
Key points of the project
- Road safety and smart mobility management
- Devices connected and data integrated in a unique digital ecosystem
- A commitment to road safety education
The experience of the Città Metropolitana di Milano shows the value of bringing together technology, coordinated management and road safety education in moving towards cities that are safer, more sustainable and ready for today’s mobility challenges.
In this context, the alliance between Safety21 Group and Grupo CGI, embodied in CGi21, combines technology with the capacity to work alongside public authorities in tackling these challenges.
