Solution 02 · Access control

Access control and regulated zones

Managing who gets in, where and on what terms, with less need for someone to be standing at every point.

50+

countries

Plate reading with recognition of the issuing country.

1

restricted area

You start with one access point and extend without redoing the installation.

0

waiting time

An authorised vehicle is recognised automatically and drives in without waiting.

The starting point

What lies behind the need

A low emission zone, a historic centre or a pedestrian area is not managed with a sign alone. These spaces are shared by residents, retailers, municipal services, loading and unloading bays, public transport and visitors, each with different permits, hours and conditions of access.

The challenge is not to block the way through: it is to identify in real time which vehicles are authorised and which are not, and to produce reliable evidence that will support any action taken if it is later challenged.

Where it applies

  • Low emission zones
  • Historic centres and pedestrian areas
  • Access to restricted areas
  • Loading bays and regulated parking
  • Monitoring of urban accesses

How CGi21 responds

A turnkey solution, not a supply contract

The plate reading device identifies the vehicle and the system checks it automatically against the list of authorisations to determine whether access is allowed. Only where it is not does the system produce the necessary evidence and open the process of validating the offence.

CGi21 provides the devices, the platform for managing and consulting the authorisations, the integration with the council's own systems so that the list stays up to date without manual work, and the operational and administrative support.

From detection to result

How it works, phase by phase

Every phase is covered and connected to the next, so the information moves forward without manual steps.

  1. 01

    Install

We look at the perimeter, the access points, the hours, the authorised vehicles and the aim of the project.

  2. 02

    Detect

The cameras read the plate of every vehicle entering the zone.

  3. 03

    Check

The system looks the plate up in the list of authorisations.

  4. 04

    Validate

Only unauthorised entries produce evidence and enter the process of validating the offence.

  5. 05

    Process

The case file is integrated with the council's e-government platform.

  6. 06

    Analyse

Volume and patterns of access, and the real effect of the restriction.

What it includes

Components adapted to each project

Every municipality starts from a different reality. The solution is therefore configured around its priorities, bringing in the components it needs and fitting the contracted scope.

  • 02

    List of authorisations

Management of residents, retailers, services and temporary permits.

  • 03

    Software

Evidence of the offence produced only where appropriate, and handling of the penalty case file.

Why CGi21

What the public authority gains

01

It identifies, it does not block

Authorised vehicles drive in without waiting, and only unauthorised ones are acted on.

02

A list that stays current

Authorisations stay connected to the council's systems, with no parallel lists.

03

Quicker for the resident

Residents and retailers deal with their authorisation without unnecessary journeys.

04

Information worth deciding on

The same infrastructure measures how many vehicles come in, when, and of what kind.

05

Legal certainty

Where there is an offence, the evidence is solid and ready for any challenge.

06

Scalability

You start with one access point and extend the perimeter without redoing the installation.

Frequently asked questions

What we are usually asked

How are residents' and retailers' authorisations managed?

Through a list connected to the council's own systems, which can be consulted and updated without keeping parallel lists.

Does the solution work for a low emission zone (LEZ)?

Yes. That is one of the usual scenarios, along with other regulated environments such as historic centres and pedestrian areas.

What about vehicles passing through occasionally?

Temporary authorisations can be set up by time of day, by event or for a one-off need, always in line with what the municipal by-law provides.
